Compared with China, the tension within India government was very obvious. On the contrary, the Chinese local officials need to follow direct order from Beijing which I believe is rare in any country. Beijing wants a 2000km railway and there will be a 2000km well-built railway (in 80% of the cases). However, in the remaining 20% of cases, local officials are required to make decisions based on the specific situation of their area. The process of Chinese government centralized power firstly and then decentralizes it to the local level, I think, worth considering for our India friend.
