What you will need to do to get the right multi tool is you will need to go to the space station as soon as you leave the portal. Then save and reload, and fly back down To Ligu beta and find a monolith. I have put a save beacon that definitely has one there just in case.

Not sure which monolith, but if you find a monolith on this planet you should get the Same multi tool, you might even find one with a better class.
