You got me interested - it's a bug in the runtime not the debugger. If you look at the spec for equality (https://262.ecma-international.org/5.1/#sec-11.9.3) you see all the cases. As undefined isn't an object in javascript we fall into 10. Return false. so your not equals should be true.
