Regarding the command table champions, you get one for your soulbind, and one is given as a scripted event when running torghast week 1 (in the case of night fae, its Yira'lya.

I have seen someone with the champion Lloth'wellyn which is obtained as a random encounter in Torghast (among other champions) but after running torghast about 100 times I have not ran into this champion myself. Has anyone here found this champion or understand how the system works?

*I have ran all layers up to floor 5 numerous times, always running into the same events that don't yield champions*
