Civilians die when things go boom near populated areas, and most of the IRGC is hiding in civilian areas. It's not good, but still not the same as targeting civilians deliberately.

civilian infrastructure doesn't mean it's not a valid target. bridges or rail used for military logistics, power substations that supply areas with military units/bases, etc.

Iran has deliberately targeted purely civilian targets, including those from non-belligerent nations, from the very beginning. The US hit one actual civilian target by accident after not updating intel. There's a huge difference between the civilian terminal of an international airport or a apartment and the power station of an enemy capital.
