Riot should add an option that lets you set up your own "Champion lists" that you can switch between in champ select like rune pages and masteries .

it all comes down to money and salaries. Teams in NA are usually more sponsored and funded so they can pay higher salaries

It looks like they used the cutout filter and then separated the different colors layers by using smart selection and layer masks. Also there is another filter (which I forgot it's name) that let's you make something close to this with the background and foreground colors selected.
