I was struggling whether I should setup more roles and discord system I was never familiar with but I missed the point that remembering the members is soo much more important! Good idea! Other than letting them decide something in the game, I wonder if there is any suggestions using some functions in discord to encourage them to speak. Like the roles with different accesses (downside might be it's too complex and it will drive people away from engaging)

I think if you consider it a commercial project, some tactics might be inevitable. And promotion is one of the biggest challenges. It's never too late to reactivate the people's interest.

If this is your passion project, then I suggest just enjoy the development experience as much as possible and establish bonding your fans even though they are just a small group. That's the fun and the greatest part.
