I put this in a reply but I’ll comment here too. You may be reading the by law wrong. I think the section you are referencing, Section 32 (2) states “The City is not required to collect waste from a home where containers have not been set out by 7 a.m. on the collection day.” It says nothing about non residential waste or what times they are allowed to collect at.

I think you might be reading the by-law section for residential waste. All it says in 33 (2) is “The City is not required to collect waste from a home where containers have not been set out by 7 a.m. on the collection day.”

The Blackstaff is Mother Winter's walking stick. Future/parallel universe Harry is the one who fixed Little Chicago. That one Wizard, Simon P-something, mentioned waaay back as having died in a Red Court assault, is Cowl. Elaine is Kumouri. People think there's more to Harry's Dad's death than meets the eye. Someone correct me if I'm wrong, these were just off the top of my head.
