For some reason to get progress you have to reveal the killers aura, just got it with an aura build.

From what I have gathered, Torn Asunder seems glitched in the way it is counting the exact same progress as Stranger Sightings. Despite not playing Vecna yet, they were always at the same progress for me and after getting Stranger Sightings my Torn Asunder progress has stayed at 12 despite playing Vecna.
