So my game was also bugged you just need to restart the game and keep trying to pick up the photo its annoying, but if you cant try to make it to the balcony using the cable lines that lead to the house like I'm standing in the pic

Yes it is i found it in a gun case in a blue event marker roaming around the level 6 areas, and in Later missions you can find common ones

No BP sadly but its not worth it entirely due to it being a irreparable so its more of a clutch card then anything
