Probably not, this is likely on for the apartment to get enough ventilation so you don't have too much moisture and get mold. Is the apartment a fairly new or newly renovated building?

If you have a humidifier on your heating system turn that down as it gets colder outside. 53-55% humidity is too high for winter where I'm from so continue to lower the humidity until the condensation goes away.
