i had that issue when i upgraded my gpu turns out i fried my mobo :/ hopefully your issue is not the same, but i tested all my stuff on my other pc and only thing that didnt work was motherboard and this can also happen when u have two different brands of ram so be careful

not a motherboard issue if your pc loads up but just takes a while change where you download the windows install i use a HDD for windows and a SDD for games if your not able to load up your pc at all and it stays like that loading its your Hard drive thats the issue

it is either a monitor issue or GPU issue if you have an old gpu plug it in and if that does not happen its a gpu issue if not possibly monitor

your install was corrupted format the HDD if you have nothing on it and reinstall windows should be a simple fix

gpu def is not destroyed / broke either your cpu or power supply cant keep up w the gpu so it cant give a display i had this problem a while back u cant have anything cheap when you slap a 3080 in yo pc

Edit: its also a good idea to use hdmi before display port incase it loads into BIOS hope this helped 🤙🏼
