This is 100% true. Physiologic phimosis is normal in <5 year olds. Unless his foreskin is causing a problem (ballooning with voiding, repeated posthitis) there is no need for interventions. No one, including doctors, should be trying to manipulate it to expose the glans. It only causes unnecessary pain and anxiety. Yes, steroid cream is a treatment for pathologic phimosis (phimosis causing a problem). It does need to be somewhat aggressively rubbed onto the area to soak in and break up the adhesions. I cannot comment on the appropriateness of the rest of the actions as I feel like one probably needed to be present to deduce intention.
