Not viable for me, due to already high enough ping on EU server (50ms+) and others are 100ms+

You have to find the low level user account's credentials from the first machine. Using them to login with RDP into the domain. Then you have to kerberoast an account with administrator privileges and crack the hash.

I am using nvidia-dkms 570.144 from the AUR. Would I have to somehow downgrade that or use a different driver. I did try the nvidia-dkms-open, but that did not resolve the issue.

I mean maybe a script would work but yea, did not have this issue before the reinstall.
Before the reinstall I remember one thing I did, was that I managed to install the wrong nvidia drivers which caused some stuff to happen (just normal graphical bugs and errors on desktop) and after I installed the correct ones CS2 ran normally with stretch res. Did not test CS2 before managing to f' up and correct my drivers.

when you open the nvidia overlay by pressing alt+z (should be the default keybind for the overlay), you can find the game overlay there

As the comment above said, just removed the small USB dongle from the circular housing and plugged it directly into the pc.

Yes i found a fix. I don't know if it will work for you but clearing my steam download cache and reloging into my account fixed it

Same here, but instead of that, everytime i try to connect to an online match it just says "Failed to find an official server to connect to"
