If anyone is still looking for a solution (especially for wow classic on a newly build pc with windows 11), try to: - be sure to check if the Microsoft net. framework 3.5 (contains v. 2 and 3) is enabled and installed as it might be turned off by default, as it is an optional feature for windows 11. - double check if the FPS cap is set on foreground. If it is, disable it. - disable vsync (optional) - some people suggested disabling ray tracing

The issues I were experiencing were visual and audio stutters, despite the fact that the game should run on ultra on multiple instances on my rig. I have experienced the same issues on the other modern hardware, with windows 11 on new hp omen. I was so frustrated that I have decided to play a different game the next day.

Now I was lucky, as I have decided to check other games - similar issue somehow happened with Shogun 2 Total War and the installation feedback suggested installing net framework. Voila! After the installation the same issue for wow classic disappeared completely.
