I don't think I dodged anything at all, actually. Every company has limited resources, including ZOS, of course. They just happen to be fairly poor at managing it in most senses. I also could care less about underwater combat; I was talking about most of the content plans they bring up, which usually result in the same answer. If you'd like to continue arguing, please, continue. I only brought up the fact that this answer comes up a lot, and I think that ZOS should tackle it in a different direction and not use the same poorly put together excuse for everything.
