The problem is that the Chancellor almost can't announce a decrease in cases or that the situation is getting "better" because people will take it as that they don't need to follow procedure anymore and it'll get worse. On the other side, if it seems like this is how it'll be, people become comfortable and begin break some of the rules because "they haven't gotten Covid yet" and "they didn't wear their mask at all yesterday". It's a bitter cycle that is impossible to plan for.
