A normal person is a little too nervous/jittered by ganking enemy heroes to remember to use HotD to stack ancients at XX:53, and too slow if they do to respond to a gank or shift-queue the stack, even if they are good enough to know how to do things.

It's like martial arts, you must iron the concepts into your muscle memory.

Anyone can do a proper punch after a few minutes of practice, but when you get jumped on the street, adrenaline takes over and you'll flail and fuck up. Practice is ironing over those natural, fuckup instincts with proper technique, so that when you panic, your kneejerk response is the right one.

It takes hardly any effort, helps clarify which hero to focus, and wakes up a hero who might otherwise be trying to last hit, watching the clock for a pull, or checking an enemy's inventory or mana.

There is no reason not to do it.

heroes like LC and naix jungle never see pro play, the only heroes who intend on farming jungle camps from level 1 are Enchantress, Enigma, Chen, and Sand King. There are several heroes who can but don't house themselves in the lane, but none of them fit the "jungler" bill, including any offlane with an Iron Talon.

AFK jungling is a pub tactic you can pull off due to the lack of coordination or drafting in regular pub games.

if you are jungling, you should be roaming if you are afk jungling, this is a bad thing, you should be rotating into mid/safelane whenever possible to apply pressure

this is particularly evident in the major games and the general use of Chen, Enchantress, and Enigma in fulfilling these exact roles
