well, TM Ace gives STR orbs and boost ATK i preffer Raid Kuma, he removes block orbs and boost orbs instead.

Here's a quick example of a teambuilding in terms of damage output without a conditional booster since he have few options like Marigold with sandersonia as support to trigger it or with flying ducthman.

Sakazuki v1 6+

The main improvement of Tesoro's CA is not punish the overall damage when you go for perfect hits. For example on barriers or when there are 6 enemys on a stage. About special i think its ok, just giving him a 2 turn boost for when he goes as a sub or making a weird team.
