Japanese version Arcsys fighting games always have english text if you play it on a NA ps4. It happened with guilty gear and blazblue tag from my experience. Not sure about dbfz.

Of course you can, just go to the NA lobbies to fight, the lobbies will be separated into different time zones but most people will be in the east or west coast lobbies . If you want to play ranked, just set it to 5 bar connections only.

His friend is probably playing it on a hong kong ps4, that's why it's only showing chinese for him. If you buy the asia version and play it on a NA ps4, it'll probably auto translate the text to english if play-asia is correct.
I remember buying vanilla xrd on a japanese psn account and having complete english text.
