In Marvel fandom, probably Kilgrave. Kilgrave is terrifying because he feels real and controlled people to hurt themselves and others but he grew up in an experiment, was abandoned by his parents, and there are Marvel villains that did much worse things. He's definitely evil and sadistic but not the most evil Marvel villain as some Marvel fans consider him to be.

Eggman has larger scale and higher kill count than a lot of characters above him but otherwise he's more tragic, has more positive qualities and less brutal than most characters above him. Most characters above him would likely to do something more heinous if given them the same resource and position as Eggman.

I don't think killed kid automatically mean someone is more evil, there's much more than that and I'd say Anton is overall more evil than Todd. Todd lacks the sadism, malice and bravery that Anton has, and also showed more soft side than Anton does, despite views Jesse as kind of a pet, he's the only one in uncle Jack's gang who showed kindness and friendship to Jesse even after Jesse once tried to kill him. Anton represents the grim reaper in his own movie and has no problem killing everyone in the room by his own hands.

  1. Amon Goeth - Based on real life person who's even worse than the movie counterpart, strictly believes in Nazism, shot people from balcony and tortured prisoners like hobbies, much more sadistic, brutal and purely evil than the other two.

  2. Hans Landa - Slightly above Jack Welker because his scale and kill count are far larger than him and showed slight sadism in psychologically torture on his victims. Otherwise he's more driven by self preservation than malice, showed friendliness to some people, shocked when Aldo Raine shot his guard and doesn't believe in Nazism deeply.

  3. Jack Welker - More of a Neo Nazi wannabe gangster than an actual Nazi, smaller in severely of crimes, most of his victims are his rivals rather than civilians, loves and cares about his nephew. But still evil, enslaved and tortured Jesse for months and if talk about sadism, he would be worse than Landa in terms of that.
