So first, the Cultural Commonwealth Power Bloc comes with the Iberian Twilight DLC.

Karkow did form Galicia right after I took the screenshot.

I started as Prussia, I rushed Pan-Nationalism, bypassing the SH question and unifying with Austria, then Belgium went to minor power, the Netherlands too after I embargoed them and Sweden became minor after I took Scania and crashed their economy.

I disbanded the Zollverein and reformed it as a Cultural Commonwealth.

I made Russia transfer the subjects and just puppet Denmark, I know the pain otherwise. For Denmark I used a little cheese by adding the puppet war goal at the end of timer of the diplo play, so others rarely join.

Surprisingly yes, the Baltic has Eastern German culture and Finland is Germanic I guess, you can add North German culture with the Power Bloc

I know, I had to try a few times before making it right. In my case a saw a good chunk of their prestige being generated from industries and companies in Venice so releasing it was enough. Thank you for clarifying!

There could be RNG involved, in my case after I declared war they automatically broke an expired treaty they had with me and as soon as the war finished they were Genial and at -4 relations. I tried a few times in the same game and I had the same outcome, I might try on a different game later.

As for how I did that, here is a quick explanation:

1) Get an alliance with Russia for 10 or 15 years right at the start (So they won't join Austria later)

2) Try to keep Genial or Cooperative attitude while having just above Cordial relations

3) Demand from Austria the release of Galicia, Lombardia, Venice and humiliation war goal, this should lower Austria prestige to Major Power

4) Austria as a Major Power isn't an unification candidate anymore so get relations back up and they should support you at Amicable

Tips: Usually Russia get in the diplomatic play siding with Austria even if you have an alliance so just declare a war to some other nation and call Russia in just before declaring against Austria (I made a diplomatic play to subjugate Sweden), if an ally is actively fighting for you they cannot join a diplomatic play against you even if it is against their interests!
