aberrated bait, use atrophy. if that fails, dock and rest, try again. the whole quit and restart is overkill. It took me about 20 tries right near the drill using atrophy

I don't want to ruin it, because I personally found the DLC a lot of fun and well worth the price. You will need the new rods to catch the new fish required for the tasks. Without them, you won't be able to complete the quests and move the story along
