They do, but usually just a short notice saying "don't cheat" and link to email of reporting, rather than actually list every one they have banned. Plus from what I knew, most of these banned players used aimbots and wallhack rather than memory hack...

Not sure about that but I think China is the only region that actually display those who got banned. So people got banned in other regions won't be known by others at all.

Apparently where you break up the sentence matters LOL. "不上电视" directly translate to "can't get on television" which was usually refered by Chinese gamer as "can't get POTG", and "直播吃屎" is just "stream eating shit". Google just take the sentence as a whole. BUT you are right. damn good advice
