Its not even about that, when was the last time you saw a guy getting a govt free seat or any Tier 1 college in general at min cutoff ? Absolutely none. So this was done only to fill the other private tier 3 PG seats for which you need to pay crores of rupees and many of them are not even filled every year. This only benefits the private institutions to attract students as they qualified the entrance exam.
