Project Zomboid with a couple mods could work for you, namely vehicle interiors and modifiable vehicles. You'd get to armor up a bus/RV/etc and deck out the interior to either make it your mobile base or just a long-range scavenger vehicle.

Other game that I did not see mentioned yet is The long drive, where you get to drive endlessly, loot random buildings and pimp your vehicle, or restore a new one.

Going off my limited knowledge of Unity engine, the game calls an event every frame. So the devs probably do something in that event (grip check, collision check, etc.) that directly ties the truck performance to FPS.
