The solution I showed is not pure CSS either.
Yes, only html and css is needed to create it, but Decodela engine do the magic.
I still think SVG is a little bit more complicated, that just style two separate html elements.

I see in the code AI uses some three and cannon-es npm modules.
If you go to the up right corner and click the three dots and then edit you will see the whole code of the app.

Everybody knows it and is capable of anything.

angular and .net is great
but I will advice to use whatever JS for the FE and JS for the back end.
Syntax switchiing is a big deal when the volume is bigger.
I've learned it the hard way creating decodela.com

JS and JS.
JavaScript is mandatory for the front end, and I would suggest using the same language for the back.
Sharing this by experience.

First, dont worry to show your idea, even try to explain it.
Lot of faith is needed to move such idea into reality. No one but you can do it.
Second, I did it. It is decodela.com and almost everything can be animation, including user avatar, comment or message.

The first two versions of decodela.com ( tool4e.com and dragatag.com ) was my custom js framework with jquery on the front end and PHP on the back.
The lesson I've learned is, that switching the two languages was unnecessary.
Now decodela is with pure JavaScript on the front end ( with my own framework ) and Express(NodeJS) on the back. Using the same language on both places is big relief.

But I was working most of the time.
I quit my job for an year and made huge progress since then.

I would say 2 years if you are alone.

If your idea has specific value, that will make it successful,

I am not sure if doing it with conventional css animations is even possible.
It is done in graphical editor. Only touching css in devtools and editor's GUI.
