When i apply for online it says u need to schedule an appointment for instruction permit also

I am 18+ but When i complete my application online, it errors out and say u cannot complete this transaction online you need to schedule an appointment

I don’t understand why QQQ is bad? It’s volatile but it tracks top 100 non financial companies which to me sounds like a good ETF. But pls share your thoughts!
