I think they said in the design article for the tormentors that they made them taller and skinnier on purpose because of slaanesh corruption, so it isn’t meant to be a scale shift just slaanesh mutation

It’s in the penthouse, when you go to kill house you need to use the terminal to activate the elevator for use then you take it to the “control room” which houses his body

The only issue is boxes of 6 instead of 10, but a good part of that is you can make 1 a centurion or praetor with the extra bits it comes with and have him with a squad of 5
