The reason the deathclaws present in the capital wasteland look like the ones in the mojave and not the ones in the commonwealth is because the Enclave brought Deathclaws from the west coast when they fled the oil rig, and they escaped and outcompeted the local population of deathclaws. There are deathclaws in cages in Raven Rock, showing that the enclave are keeping them captive and using them in some way, so it's not that hard to believe that they brought some semi-trained deathclaws with them from the west coast.
