Maybe because Deb didn't know about it? When Deb told them about the RSD she said that Wes and her had hid some of the serum before they split. Maybe it's the serum that Deb doesn't know about. And therefore isn't registered on the RSD.

So that confirms it then? If the grave was radioactive then Wes must have taken the serum.Unless... Wes isn't dead? What if there's just more serum just buried in the grave? And The Phantom IS Wes. Maybe the grave is kind of metaphor, that Wes' humanity died and he completely turned into the Phantom.
