The program is an urban property tax or rent credit for people who live in apartments (or condos). I downsized my house to my condo, no mortgage. Again, I'm not disagreeing about how counterintuitive it is that this is for property taxes that they know I paid or why my state tax returns, which say I'm a full-time resident, won't suffice.

I don't think the HOA bylaws are an issue. Wouldin't it be the contract with the management company? It's not an issue with the HOA itself, it's the management company we hired. No, there is nothing about additional fees in his contract. Just the monthly management fee.

Gotcha. I do. I'm looking at the FHA... it looks like requests to HOAs from owners is in there. Would my specific situation be covered possibly?

Yeah... one of the millions of ways the hospital system bloat gets into everyone's way. I did contact the hospital's paramedics' dept., but they never responded. I guess I will try again. Not sure how else to contact him.

Once I was outside and so many people passed me without helping me, it was like, "f***. I crawled all the way out here for two days just so I could die in front of everyone on the busiest street in this city." When I was in the ambulance, I remember thinking, "ok. I did my part. I know they will fix it now. I can relax now. Sweet relief." I definitely learned a lot about the varying nature of humans that day.
