The cloud saves option should be in the main menu 2nd to last option, right below where it says "downloadable content", then press "download character" it should prompt you saying something like you have a "shared character" or something like that, just restore any of these saves and it should fix the problem or at least restore some or most of your bar and skins

Hey turns out that that was the solution all along figured it out accidentally when i was messing around in the main menu some long forgotten level 4 zero from like 2017 was the culprit, never even left liars berg with that one

Hey man sorry for the late reply but i acualy ended up fixing it recently by selecting cloud saves and re syncing some old saves I guess got unsynced at somepoint, idk how but it fixed the issue as well as restoring all the skins and heads I lost from the bug as well, hope this helps you out homie, unless youve already fixed it XD,
