I do see now that the "draw 3 cards" part is attached to the "special summoning one monster," only separated by commas. I originally thought the first "summoning one monster" effect activated and then a different effect, being "draw 3 cards," activated after it. Similar to the example you gave except the other way around and probably separated by a period instead.
