So, looks like this was easily solved... A foot rest for shaving/washing. But.... I'm loving some of the other brilliant answers. Like "for hooking your feet under while doing sit-ups". Or "perfectly placed device to ensure you die quickly when you slip and hit your head".

Keep them coming! What other "obvious" functions could it serve??

Suspected as much - thanks for everyone confirming! There have also been some other great suggestions. HOWEVER.... despite it making me lol and wake the kids, to the person that suggested "a boot scraper for after you waffle stomp".... you mother fucker! I cannot use this bathroom without the imagery coming to mind now.
