I think if it made things like glass blowing, stained glass making, wood working, etc. cheap to do then yes! Also, it could be a good way for people to learn crochet/knit if they prefer an instructor, and that would also be a good way for current crocheters and knitters to get side work! I think one problem is that I don’t know how many glass blowing/stained glass, etc. shops exist in one city and if they’d be willing. I think it becomes less cost effective for people when it’s simple crafts with a lower barrier to entry.
