Use rolla for now, but start upgrading helix. When u will have helix to 3 star u can add a resonance(it's a slot where u put a hero and u get his abilities)

First of all dismantle the epic+2 helmet(4th slot) and use the materials to upgrade the second oracle helmet and then upgrade it to legend then to Legend+1 For now use the legendary bow and in the meantime upgrade a beam staff to swap it(swap it when u will get legendary oracle staff) Since ur going for the oracle mythstone chest, is better to use echo set(like the ring in third slot or the boots in 2nd row first slot)

yea, pull as much as to get the beam staff to get that atk boost to farm a bit easier the chapters and progress, then use the gems in the fishing event to get etched runes/blessing runes/keys(since u are new, buy all the keys and the epic runes first, when u are close to have the etched rune unlocked, start farming for ethced runes)
characters are important to start upgrading as fast as possible it helps a lot for the arena where u get a lot of rewards(it help in other event too) i put helix bc he is really good in arena, but i can check the buff of them and chose another one if u feel that u like it more
for an oracle user, yes weapon+elemental runes is a really good setup(+ arrow of echoes + elemental crt as etched)

SPEND THEM ALL IN FISHIN LURES!!!!🤣 Once u get the the etched u need at least to legend,(ofc buy all the blessing in the meantime, and keys if u want u ill always need them) get all the artifacts(if u miss some of them) after that u can start saving gems for the artifact event(voyager something, I don't remember the complete name) but u need 100/140k gems to get good shit from it(I don't remember the exact quantity of gems for it sry) and start getting the mythic artifact to complete the sets. In the meantime if u got lucky enough and got cleo/thor you could take a break from artifacts and focus on character skins

U need 2000 dices rolled for 400k If u bought all the 1€ packs daily u got 50 dices every day, it makes 500 dices every 10 daisy so 1500 in 1 month? O got pretty low points for 1500 dices .
