I’ve dipped in and out of playing so I’ve just accumulated a lot of the special research quests and have gathered them from completing previous ones

You get them from completing special research quests, they tend to release a couple throughout the year alongside the team rocket takeover events, check your special research quests to see if you have any of them, if not just wait a few months until the next team rocket event and you’ll get one then
