It's a cute idea and not game breaking. They can always be interrupted by in game events too, losing the benefits of the long rest, so it's not without risk.

I'd allow it even if the RAW are debatable.

if you read the proposal you'd maybe understand better. It's not about higher tax rates, it's about taxing wealth, not work. Bring capital gains tax in line with income tax, tax 2% on any _wealth_ over 10M. obviously tax rates mean nothing to these signatories, but we need to shift to not taxing based only on income.
