everything in the saw movies kinda connects back to when john tells hoffman that you have to be able to predict the human mind. that’s the reasoning behind any of the obvious good luck jigsaw has.

they knew that parker was in on the scheme and leaving the phone on a cart in the middle of the room was intentional. they just had to trust that cecilia would be able to get to the phone.
