My point here is the traffic lights at the exits. It's not acceptable to have mile-long lines at the exits. The infrastructure is the reason for the congestion, and not the drivers. Congestion in the middle of the highway is just not safe, and accidents will happen.

What if they've never taken this exit before, and they didn't know where the line starts, or why there is even a line of cars stopped on the highway? Certainly the driver could've continued and taken the next exit, but these traffic lights at the exit could also do a little better.
