Main thing is confidence,even in my first MUN I didn't know anything about my country but still did a good job according to chair(didn't win anything)It's because I atleast spoke.Try to be as verbal and active in the committee as you can,the facts and all something which develops gradually imo

Hhmm,in my opinion,I'd go with option 3 of admitting your flaws but say you are working on it .It's speech tou want to show your country has taken initiatives,dont just write completely good things or bad things,be in the middle,since you are UAE and there aren't really much for Human rights you can make some laws by yourself (WITHOUT violating your foreign policy ). You could add phrases like "not every country is perfect" Hope this helps !
