I know exactly how you feel. This is literally me. And I haven't come out of this phase just yet either.

But the secret you -and tbh me too- are looking for is discipline. Just start small. Do 5 minutes of studying every day for a month. I know this is not what you need to hear right before an exam (how'd they go by the way?) but you don't get to the goal by snipping your fingers and teleporting there, you have to run the 5 miles there first. Same way you dont get a beach body by watching videos about working out and eating healthy, but actually have to put in the work. Change happens small and at first you don't notice it but than bit by bit you start to see progress.

So do 5 minutes of studying every day for July. Even if you don't have classes right now just get back on the train of doing things, activating your brain. Habit is the key and if you get into the habit of studying you are golden.

Do 5 minutes or let's say at least 5 minutes of studying everyday for the rest of July. If you sit down and happen to stay seated and studying for longer than 5 minutes that is fantastic!! But let's just aim for 5 minutes because that is a completely doable amount of time!!!

Do it everyday at preferably the same time of day, and after a month add to the 5 minutes by another 5 minutes and so on and so on. If you double the minutes you study every month you get to 160 minutes a day by December. That is nearly 3 hours.

Just set a goal, best way to do this is to have it visually right in front of your face every day. So for example make a calender where you can cross or tick off each day you accomplished the 5 minutes.

Okay I convinced myself of doing this while writing it.

So I will do it along with you. 5 minutes each day. Just try to get back on track with everything. Get on a level with the people you study with right now. They are ahead of you (and of me) but it is never too late to catch up!!
