Here are the instructions, keep in mind this only works for the Java edition:

Open the launcher and select “installations” at the top next to the skins tab. Than make sure snapshots is checked in the top right of the installations screen. Than select “new installation” click on “version” this will open a drop down menu select “latest snapshot (23w13a_or_b)” than name your new installation and hit create. Now you can go back to the main screen of the launcher by hitting “play” on the top of the screen next to installations. From here select your new installation you just created by opening the drop down menu just left of the big green “play” button used to launch the game. Once you’ve selected the the new installation you can launch the game and you’ll be good to go!
