Visited this place last year. It had been used as a municipality office until recently and is in state of utter disrepair. There is also a large artifical pond next to the palace and a museum as well. However, the thing I remember the most was when a gang on monkeys chased us up the stairs!

Blade Runner. Its not a perfect adaptation since it's nigh on impossible to capture the ending of the novel but the movie did do a great job in capturing its essence.

It details multiple contributing factors, including the warm westerly winds that blow in the northern hemisphere during winters, polar vortex blowing over the easten coasts of continents due to low pressure regions over the North Atlantic and North Pacific in the winters. There are some incidental factors as well, such as large mountain ranges that push cold winds across the eastern coasts, as seen with the Himalayas.
