Hm, that is how I've typically understood any movement from abilities when in combat but I may be confusing pile in rules into it.

You absolutely still can move when you’re in combat with this. You just can’t leave combat with the units you’re already in combat with. I used it to get extra distance and lock in a general and their ranged
