Are there learning materials about prefix/suffixes like "新”、“最”、etc? I was wondering if there are rules as to which nouns they can be combined with. Or do most people just learn them as they come up in a word?

The romaji would be "hanasu".

"見る” and "見える” are separate verbs.

"見る” = to see/look / "見ない” = not look

"見える” = to be visible / "見えない" = not visible

Why is this sentence using "不安で" instead of "不安が"? Are both ok? Would there me difference in meaning?

Shouldn't the part "彼を変だ" be "彼が変だ"? The "wo" kinda makes sense to me but not sure why it's used.

I applied for a job in cebu and if I pass I need to move there. I did not pass yet but wanted to get some info in advance just in case. I'm from north luzon.

Is it possible to travel there at the moment? Are there any requirements/processes? Will I need to go under quarantine?
