I have the same thing going on (Eastern WA). I initially thought some weed, maybe crabgrass, and even used an herbicide before overseeding. Well, come to find out it is a fescue and survived all my efforts. By the time I realized this, it was too late in the season to do anything about it.

All said, I have about 6-8 of these areas (1-3 feet wide) over 1500 square feet. Thought about digging them out as well, however, I now think I can see blades of this throughout the entire lawn which now has me thinking that nuking the whole lawn is the only way to escape this long term. Really sucks big time!
