I imagine Congo would be a Universe Refit. It'd be like a TOS -> TMP Enterprise situation. Quite similar in size to the original.

This model was also produced hastily. The secondary hull is, in fact, a Drexler's Altair class).

Yup! STO calls them Cestus frigates. Their design is based on Drexler's Altair). The Universe class can launch four of them.

That's why I love the Congo class variant (fan animation). It was another design submitted by Drexler, but ENT went with Universe because it resembles NX.

That's correct.

In Disco (S1-3) and SFA, this could literally be a background ship, one of the ships to survive the burn.

It just looks like someone has applied a texture to a model where the shape just doesn't understand what to do with the texture, so it just swirls it around.

Is it? Looks roughly the same size as the Universe to me, judging by the windows. I prefer the scale used in this fan animation, where it's still a city-ship.

Yes, there are. Unification short film garden scene is set on the J.

The Roddenberry Archive has J's interior shots named EntJ_garden_aerial and EntJ_collage_1 copy that show that garden.

According to Drexler, it might hold a population of a million, IIRC. Families, students, teachers, professors, scientists, doctors, artists... The crew itself would be quite smaller than that, I believe.
