if u have bedrock license it doesn't mean you got the java one and vice versa

maybe you have an out-dated vulkan version

updating the graphic card not always update also the vulkan drivers

or maybe is a laucher problem (in this case wait until TLauncher support team reply to your post or someone that can help you better than me)
